In order to obtain all of these achievements, you'll need a lot of money - somewhere in the range of 3-4 million. Thankfully you'll earn money as you beat tower floors, even more when you replay them for stars, and you'll continue to earn a pretty good amount of money as you progress through the dungeon, so you'll easily have enough money to buy and upgrade everything by the time you finish everything else.

Here is the rough order of priority I recommend for spending money:

Wands - don't bother with upgrades as you go, but feel free to buy new wands with a higher damage profile as needed, since you'll eventually be buying all of the wands anyway to be able to get the Master Wand. Once you've got all of the wands, you can then work on upgrading any legendary wand of your choosing to max level. My recommendation would be to either upgrade the legendary life drain wand, or the Master Wand

Robes - I don't recommend wasting any money on robes as you go. If you're always buying a better wand with a higher damage profile, you should be able to finish every floor in the tower without getting hit, so having better health doesn't help you. Once you unlock the luminous robe, go ahead and buy it and equip it, then upgrade it as you have money available

Hats - like with robes, don't waste money on hats as you go. Once you unlock the Dark Sorcerer's Hat, buy and equip it and use it for the rest of the tower and the dungeon, since it makes it even easier to finish each tower floor without getting hit. Save buying all hats for last, after you've got all your wands, upgraded whichever ones you prefer, and bought and fully upgraded the luminous robe. Then go ahead and use your money (which you'll be earning in the dungeon at this point most likely) to buy the rest of the hats as you have money available.

You should easily have enough money to earn two of these achievements by the time you finish the tower and earn all stars on all floors. Depending on how much money you spent elsewhere, you may need to play some dungeon floors to get the rest of the money you need. I finished all of these by the time I reached the second level in the dungeon, just as a point of reference.
