Reaching the Cosmic Ocean isn't very different than just beating regular old Hundun, it's just a tiny bit spicier. So, if you haven't already beaten Hundun or don't know how to do that, then go check out that guide first and then come back to this one later.
So, in essence, getting to the Cosmic Ocean is easy, all you have to do is shoot a defeated Hundun in the eye with the arrow of light while using Hou Yi's Bow. So let's break that down. First, you need to get to Hundun and beat him, that means grabbing that Udjat Eye from the first level, and getting a crown or headpiece from the second level. But also, you need to pick up Hou Yi's Bow from the second level, this is one of two parts that is different but essential to get to Cosmic Ocean. Hou Yi's Bow can be found in the lower level of the Moon Challenge which is given by Tun in either 2-2, 2-3, or 2-4. Give her 10k, go inside the challenge, and start digging with the mattock until you find the bow. Great, now you have this bow and you get to very conveniently carry it around with you and progress through the levels.
Luckily, this is where Waddler comes in. You only need to carry the bow until you get to Olmec. Wait there until time is up and grab the arrow of light and of course the 24 bombs and ropes on your way out.
Make sure the bow does not already have an arrow on it, if so just shoot it off, and then walk over the arrow while holding the empty bow and your character will attach it to the bow.
Now just carry the bow through the rest of the 7th world. When fighting Hundun, you have to carry the bow with the arrow all the way to the top of level while he is chasing you, one of the harder parts of the run. Just stay calm, drop the bow to whip the regen blocks when you have to, use ropes to trigger poison arrow traps, use a bomb if you have to. The Moon challenge can be found anywhere in the second area (see Excavator for more information on the Moon Challenge). Somewhere in the challenge, a special bow is hidden inside a 1 by 1 open segment. If you are careful with your pickaxe uses, you should be able to find the bow but if you’re unlucky, you might have to spend a few bombs to get it. Note you will need the specific bow from the Moon Challenge: you can’t just buy a crossbow from a shop. Next, you will have to carry the bow to the Sunken City (you only need the bow itself, don’t worry if you lose the arrow along the way). The problem with this is that you have to also carry either Excalibur or the Sceptre for at least a floor to enter the Sunken City. Seeing as you can only exit a level with one item at a time, you will have to use a special method to transport Hou-Yi’s bow to the Sunken City. In Olmec’s Lair, you can find a secret room, containing a large, friendly, slimy creature called Waddler. Waddler provides the special service of carrying an item for you through the caves, meaning that you can drop off the bow here and pick it up later in the Sunken City. You can find Waddler’s room by bombing the right side of the 1st stage of the Olmec fight. Two well placed bombs should open the secret entrance, marked by either a grass block or a metal block. Simply drop the bow on the purple pedestals in front of Waddler and you will be good to go. *It should be noted that there is currently a bug, which makes Waddler angry with you if blow up the entrance with a big bomb from the Power Pack. If you’re carrying a Power Pack at this point, simply unequip it (by pressing + ) before bombing into Waddler’s shop and equip it again later.
