This Achievement is unlocked upon successful completion of the mission "DeWolfe - Part 3".
The final mission requires that you photograph all nine crooked cops from a safe vantage point where they won't see you. Simply hop atop the cargo cannisters to the left of the pier and you should be able to get them all. They don't need to be all in one photo.
Once DeWolfe arrives at the pier, protect her once she is attacked by defeating all the crooked cops. You will then need to rescue her during a final interactive cutscene to complete her mission sequence and earn the Achievement.
