This Achievement is unlocked upon successful completion of the mission "Mad Bomber - Part 5".
The final mission has you pursuing a helicopter and rescuing the passenger that is tossed out. You must swing after it and make sure that the passenger does not hit the ground.
Next, you will do battle with the helicopter on a rooftop. Use the LB to dodge the incoming missile and press B when prompted to throw it back and damage the helicopter. You must do this five times.
After each successful hit on the helicopter, it will launch a volley of multiple missiles from which you will need to seek shelter. Hide behind one of the structures on the rooftop. When it gets destroyed by the missiles, grab the health power-up inside. It will then fire a salvo of machine-gun fire. Simply hide behind another structure to avoid it. Repeat the sequence until the helicopter is destroyed.

Well once you get to the 5 mad bomber mission this is where you unlock it. You'll get to the place where you take your photos, and have to defuse 3 bombs then chase a helicopter and catch your boss. Once done, continue to chase him and get to a building. You'll know when because go to cut scene, then dodge the misslies and throw back at him untill dead.
