Head to the taller building near the Empire State Building (its taller because of the antennae at the top) and climb it as high as you can.
Pull out your camera and take a shot of the ground to unlock this.

Not just any height, but the tallest building. It's next to DeWolfe 1 mission, just climb to the very top of the antenna and just take a picture down.
