You must complete six missions which are obtained from Robbie inside the Daily Bugle building.
The last mission you must complete is the one in which you are required to take pictures of a UFO flying over the city. There does not appear to be a time limit for this mission, which is good since the UFO darts around pretty quickly and can be tricky to get the shots you need. Each time you snap one of the photos that you need, the UFO will move to a new location.

I'm having an issue with the one where you must photograph the "fake spidey" where he is dangling from the helicopter. He ends up falling and you have to "catch him". How exactly do you do this?

From what I recall, you have to swing toward him (the "hit" zone is pretty forgiving I think) and you'll rescue him from the fall. You've got to be quick and pretty direct, so try to get close when you're taking the photo.

Once the photo missions are done (I believe 6 total) it unlocks.
