The fastest way to achieve this is to go to any skydiving race, push up the left stick to fall fast and splash. You have the options to retry, so you don't have to climb up again and again to a high place. You could even fix your left stick and only have to press A after the splash to retry.

To do this, just climb up a tall building and jump off. If high enough you will splat flat onto the ground. Do this 25 times, but be careful, every "splat" takes away health.
