i got this by holding "B" and around a pole hit "A" and they would be webbed to the pole and start swinging and after 25 times got the achievement.

This achievement appears to be bugged (no pun intended >_>). People have unlocked it in different ways, and with different amounts of enemies, so keep trying.

From what I've found, there are multiple ways to web up enemies, so there are a couple of ways to unlock this achievement. If one doesn't work for you, try one of the others.

- hang enemies from lamp posts: simply web 'em up with holding B, then jump (keep holding B). If you're near a lamp post, you should hang them from it. I got it with this method.

- web bal your enemies: press Y, then B when fighting enemies, they should get webbed up.

- keep holding B when fighting; your enemies will get encased in web. Make sure they are completely stuck in webbing.

Press (Y) then (B) for your web balls, do it 25 times and the achievement unlocks.

This is not complicated at all and can be achieved by holding down the B button until your enemy is all wrapped up in web then let go of B. Do this 25 times and its done... i can confirm it because that is exactly what i did.

Old game, but very weird and confusing solutions to this one.

You can't do this conquest on the same enemy, so do it on 25 different enemies, it can take a while, but just be patient. Do the hits the users said above, and the achievement will pop on the screen.
