You can do this with another controller. Go to versus mode and change weapon modifiers to only spawn the laser cannon (and death ray for the Handle Wirh Care acheivement). Then hold any button in the lobby to join on your second controller. Once in the game, fire with RT and throw with RB at the ground. You can either hit yourself or the other player.

I think you can also get it by killing yourself with an unequiped laser. I think that is how it poped for me cause I have only been grinding teirs
