In order to complete Buck's home, you'll first need to have Stanley as a member of your crew and to have him want to experiment with the foundry. This quest will result in you being able to make homemade glue, which is cooked with sawdust to make Homemade Paper. This is the only time the paper is needed for decorating a house, and it is needed to fully decorate Buck's home. All the other ingredients you will likely have already obtained over the course of the game.
