This room upgrade is a bit different than the rooms for the other characters. You don't build it from a blueprint. Stanley will eventually commandeer your guest house. At this point you will be locked out of it while he makes his own improvements.
You can speak to him through the window and he will have two requests:
1. 1 Linen Fabric
2. 1 of Any Tchotchke
Once you have given him these two items, his room will be fully improved.
Note: My achievement didn't pop immediately, but popped when I saved and quit out of the game to the title screen. Might just have been a small glitch for me, but I wanted to make note of that.

I had to save-and-quit, then restart to get this to trigger as well.
after giving him a tchotchke, I waited and waited for his questline to progress and it never happened. save-and-quit, and the achievement popped on the title screen. restarted, and his next quest was available. wasted a lot of time on this npc.

This achievement didn't work for me. Saving and restarting didn't work for me. There are ideas on how to make the achievement work. I don't want to go through the game again for the sake of this achievement (((
