This will unlock at the very end. It’s a spoiler so I’ll just say you’ll know when you’re there.
It says ‘this is the point of no return’ as you go to depart. You’re able to press continue on the main menu afterwards and you should be able to free roam as normal

Not sure if my game is glitched, but my final mission disappeared after sending Elena through the Everdoor. I have every other achievement in the game... Do I need to do the post-game stuff (Elena's side missions from beyond, Buck's extra stuff)?

Edit - figured it out. With the Lily update you now have to complete her quest line as well to get the final task to trigger for this achievement. To get the quests started talk to the butterfly that is flying around by your blueprint table at night. Easy to miss.
