Once you unlock the move to tackle and pound an enemy to death you'll want to find one of the butchers. These are the tall guys with the black apron you usually see with one of the big knives. Tackle one to the ground and keep hitting X till you pound his head off. To ensure he survives long enough tackle one as soon as it spawns. Other wise you may not get enough hits in before the monster dies.

i have done this many times to the smaller "Halo Grunt" looking guys and no achievement. Does it not count for those guys?

This solution works just fine, but make sure that the enemy you tackle to the ground is by himself since nearby enemies can knock you off your victim before you get the 20 punches in.

This is best done on a higher difficulty as enemies can take more hits before being defeated. To perform this attack purchase the "Tackle Pack" upgrade under the Sprint/Roll tab and perform the move by pressing + and then tap repeatedly. Tackle an enemy, punch the poor lad 20 times and the trophy will unlock.

An easy place to earn this is during Phase 3, right after the train wreck. Kill off all the enemies in the vicinity except for one, all the while leaving the enemy you plan to pummel unharmed. Once he's the only one left, tackle him, punch him 20 times and wait for that sweet, sweet "ding!"

You probably won't be able to unlock this until late in the game, but to perform this attack, unlock Tackle Pack from the Sprint/Roll upgrade group, press and hold RT But and then press B But to tackle an enemy to the ground, and then tap X But repeatedly.
