Level 1 power players are the blue power plays. You need to charge up 1 bar by drifting, drafting, close calls and air time. It's very quick to get this near the start by drafting other cars.
Then press A when a red icon comes up and the achievement will unlock

In order to trigger a level 1 Power Play you will need to fill your meter up 1 time to have the first Blue section ready to use, do this by drifting, drafting, jumping and avoiding power plays.
Then once available look out for either the Blue level 1 Power Plays scattered over the events that appears over an opponent and press
to unlock this.
