You would no doubt most likely get this achievement from just playing, but if you really want to get it quickly then I would recommend playing Team SWAT.
Team SWAT allows you to kill enemies instantly with a headshot and you can fire quickly, which allows enough time to fire and even reload if you have to.
The time between the kills to allow it to count as a double is fairly decent, may only be a few seconds but it is enough to take 2 quick headshots.
This can also help you get the triple and quad kills achievements.

It seems this achievement is bugged. I have over 100 double kills according to my in-game stats but only 84% progress on the achievement.
