Even though there are a couple of guides already I've decided to write my own for this one as I also wrote one for "2 for 1 Special" achievement. I've just being honest, some things may sound a bit similar to the other guides but I thought I could write a better one and hopefully explain my ideas in how to possibly make this achievement easier for you.
Let's start off by saying a collateral is when you kill 2 enemies or more with one shot for anyone that doesn't know.
First of all, this achievement is easier than:

Becuase of the fact the Railgun is an instant kill anywhere on the body (except VIP), regardless of how much damage they've already taken or whether you hit them in the head that doesn't matter, you hit them and it's an instant kill.
Clearly, the best gamemode is "Instagib", this is a time limited mode that is rotated in and out of the casual game modes at the bottom of the list alongside a second game mode, meaning this game mode it not always avaliable but it will cycle around. You can try other gamemodes but I highly suggest this one as:
1. You're guaranteed to start with the Railgun and when you start/respawn
2. It's charges up almost instantly and fires almost instantly unlike other modes
3. Every player you see is an enemy, it's a free for all so more enemies, more chance of a collateral
This makes it A LOT easier.
But that's not the only thing you can do, you need to think strategically. The best way I found is, you need a small map, with tight spaces, corridors etc. This will mean that 2 opponents will be more likely to group together when firing at each other or maybe they will both turn opposite corners going towards each other at the same time giving you a chance.
This is how I did it in the clip below. You may think it was luck and it was partly luck, but I actually planned it. When I found myself up in the spot in the clip during a previous match, I genuinely thought to myself that ramp looks like a perfect spot to shoot two in a line, because I noticed that a couple of times that someone would run down the ramp the same time someone runs up the ramp, or someone is chasing someone else up or down the ramp.
Perhaps you can use this idea for yourself.

The first match on that map after I thought this, I got it. Whether you believe that I thought this or not that is up to you but that doesn't matter, what you need to do is think the same way. Find a good spot, camp even if you have to, or use a portal in a tight space and try it, hopefully you'll get it.

You are an absolute mad lad. The first match I got on Silo, I tried your spot and got my collateral within the first minute

Just a tip for those still going for this luck based achievement post Season 0 2021. The instagib Playlist now allows you to bring a party of 4 players into a game. So boost partners, friends, or playing the game on three different machines simultaneously to line two people up in a less frequented area should net you this annoying achievement. Just don't forget to move your characters around every now and then so they don't get kicked for idling!

The best game type for this achievement is King of the Hill. Most players will be preoccupied with capturing the hill, so you should be able to find the Railgun on the map and also find two players who are capturing. Just camp the hill, preferably up high away from the hill and line up the collateral shot. This is what happened for me on the level Abyss.

As much luck the achievements for collaterals take i found it easiest to play gun game and get to the gun you want(railgun and sniper) as quick as possible then wait for two people to be lined up before you shoot. Don't try kill people if it's not a collateral and just die and try again. Would recommend not getting to close so people can't demote you.
