From where you start off, look to the left and you'll see a stand with a bunch of cheering fish. You simply need to land on it and flame them all, except for the female fish in the middle who can't be flamed, as she's a questgiver.

It look like you can't get it if you haven't done the questgiver challenge.
I've tried burning them only after doing 50% of the orbs but nothing appears , after doing the ring flight given by the women, i've again burn everyone and the achievement just pop

I did it before the questgiver challenge and it popped.

In this video I will show you how to flame all the audience members on the map Ocean Speedway.
Nozza
As soon as the level starts, you’ll be flying above 8 NPCs in speedboats. Watching over them to the side will be 13 NPC audience members. Just fly over to the stand, land if you want to, and flame 12 of them. Queen Finny is one of these NPCs and does not count.
