Midday Gardens is the second HUB world.
About halfway through the level you will come to a large structure, which the egg thief is running in circles around. In the centre of the structure at the top of the platform, Moneybags is keeping the bird locked up. Just pay 700 gems to release him and earn your achievement.

Sgt. James Byrd can be found at the back of the Midday Gardens World where Moneybags has him trapped in a cage. To set him free you'll need a total of 700 Gems, which you should already have in your bank. When you have the required amount, pay the fee to Moneybags and set him free.
