How do you open the portal? You gotta 100% the level first?

You open the portal by finishing Sgt. Byrd's Base.

Before you can unlock this achievement you must do the following:

There are a total of 6 red balloons with pots hanging from them that you must burst within this level. Below are all their locations:

Balloon #1/2: Play through the level as normal until you’ve blown up the The Sorceress’s statue. Jump down into the hole and go through the portal. Inside here you’ll find Hunter and another skateboard challenge which you can use to grab the balloons
Balloon #3/4/5/6: After Hunters skatepark, head over to the second island and enter the portal. You can now use Sgt. James Byrd to fly around and shoot down the remaining balloons
