Hunter is located inside the lighthouse. Start the level with the "Time Attack Challenge", then follow the arches to the lighthouse. Door at the base is where he is.

Once you start the level, Sparx will ask you what challenge you’d like to take part in; Choose “Time Trial.” From your spawn point, head towards the lighthouse directly in front of you. Land behind it and Hunter will be inside.
