Agent 9 can be found to the left of the starting area of Midnight Mountains World where Moneybags has him trapped in a cage. To set him free you'll need a total of 1,300 Gems which you should already have in your bank. When you have the required amount, pay the fee to Moneybags and set him free.

If you want to save Agent 9 for free and don’t mind about their specific level achievements/Dragon Eggs for now or you simply don’t have the Gems, then please refer to ”S3 | 8,000 Reasons To Kick Butt.”
