How to unlock the Treasure Hoarder achievement in Star Ocean: The Last Hope - Definitive Guide
There are some great treasure lists out there, which I recommend you print out and use. It can get confusing if you're not keeping track, since you must backtrack for many chests. The list I recommend is found here:

Something that helps when hunting chests is Lymle's Treasure Sense skill, which can be taught to her with the corresponding Skill Manual found in the Alanaire Citadel on Lemuris. This causes all treasure chests to appear on your mini map, and will show you if you've opened them or not. For an even easier time, press start to view the larger map whenever you need it to scan a large area of the map for chests.
There are many missable chests throughout the early parts of the game. The list I linked to will tell you these chests, but for a quick reference, I've listed them here:
- The chest in Lymle's house in Triom must be opened before completing the Celestial Ship
- Fill your Fire Ring at Woodley before leaving for the Cardianon Mothership
- All chests on the Cardianon Mothership in all sections must be opened before you leave
- Fill your Fire Ring again before heading towards Earth
- Open all the chests on Earth before leaving
The last few chests you'll open, if you've been diligent, will probably be the fire chests that must be doused with the Water Ring (gotten from the bottom floor of the Cave of Seven Stars). You don't have to beat Gabriel at all either, you can just nab the chests near him. Also, no treasures in the Wandering Dungeon go towards this achievement.
You can keep track of your chest % completion on the ship's Memory Plate furnishing, if you've made and installed one.
Also keep in mind that it takes a bit for the achievement to unlock (about 10 seconds), so don't panic if it doesn't appear right away.

I'm merely putting this up as an alternative to Octobot Super's checklist. If on top of a checklist you'd prefer a walkthrough that will tell you how to actually get to all the chests (and even tell you when to backtrack), QueenAdreena's walkthrough is excellent. It's also worth considering if you're going for other achievements as well, since it incorporates a lot of information on missables for item creation, battle trophies, quests, and collectable data.

Using both of these walkthroughs to the letter, I can verify that I just received the Treasure Hoarder achievement. A checklist such as Octobot Super's is valuable as well, since it will force you to verify that you've actually opened the chests. Trust me, you don't want to mess up this cheeve because you went up to the chest and then forgot to open it.
Octobot Super covered a lot of excellent points, the only thing I'd add is that you must remember to clear out your inventory if the item you're collecting is maxed out. If you get a message saying that you have too many of the item, go into your inventory and use the Back button to drop however many of the item is necessary. If you don't do this, the chest will not count as opened and you won't get the achievement!

Maybe this could help who are having troubles to complete treasure chests.
After spending many hours trying to find my last chest (99.75% in the memory plate), I found out that it was located inside a hidden store in Centropolis on the right. Keep looking because there's absolutely no indication on map about store or some door....
This chest gives you the Recipe 23.

A walkthrough of all the chests for this achievement can be found here. Be aware that many chests are missable, so be thorough in every section. Also make sure to charge your rings before going into any dungeon since some you can not leave and can not return to; if you're out of Fire blasts and come across an Ice chest, you'll be out of luck. If you follow the chest guide you will get the 50% achievement inside the Purgatorium. This achievement must be done in a single playthrough.
