How to unlock the Guerilla In The Mist achievement in Star Trek Legacy - Definitive Guide
Only kill the warp inhibiting nodes killing the three around the outside edges. Go no further, and do not kill the turrets. Once warp is re-enabled send a well armed ship or two to the mid-western side of the map and warp them directly to the center of the map as soon as out of warp aim them directly at the star base, kill its shield, and beam troops in and RUN! warp back out and don't shoot anything. Don't listen to any of the a.i. you don't need to stay near the star base. cheement compreeto!

I sent one ship at a time to the Romulan starbase. It's shields don't regenerate, so you can send in one ship until it gets damaged, warp it out of there, and send in another ship while you repair.
This is true when I originally did this achievement there was no guide and I was playing on admiral difficulty and had a hard time getting the shields down as I had MANY Warbirds congregating, or whatever Romulans do maybe conglomerating, but on lower difficulties using and managing one ship would be easier
