How to unlock the Complete Commendation achievement in Star Trek Online - Definitive Guide

During a game, press START (cn_start).
Select DUTY OFFICERS; press A (cn_A).
Select DUTY OFFICERS; press A (cn_A). (yes, again)

There are 11 Commendations that you can do missions for:

Each commendation starts at Rank 0 (zero) and you must complete missions in them to gain XP and level them up.
Rank 1 requires 2500 XP.
Rank 2 requires 15000 XP.
Rank 3 requires 50000 XP.
Rank 4 requires 100000 XP. (accomplishing this gets you the achievement)

XP is cumulative, so the 2500 you got during Rank 0 to 1 goes toward the next Rank, and so on. Therefore, to get from Rank 3 to 4, you will only need 50000 more XP.

For me, I got more XP increase per day from Science than the other commendations. Next was Medical, then Military. It may be the same for you, or it may not. It all depends on which missions you try and succeed with.
Moldy Tacos5000 says:
The race of your character may have something to do with the duty officer missions. My human gets a lot of Science, my Klingon/Jem'Hadar get a lot of Military, and my Romulan gets a lot of Espionage.
Also, various missions require certain personnel types and/or items to be able to do them. If you need a specific duty officer you don't have, you can buy them from Lieutenant Ferra or the Exchange. Lieutenant Ferra is at Starfleet Academy, but he also pops on your screen when you acquire a new commendation token to spend. He also offers some duty officers in exchange for dilithium.

Each Rank also gains you an Accolade and a Title, plus rewards such as items, new missions, abilities, or holograms. (and the afore-mentioned commendation token)

Nah bud. Your guide is very comprehensive. the missions that are more readily available are all dependant on your duty roster.
If you want more mission of a certain type select them see what officers are needed then buy them.in the exchange.

The Duty Officer system unlocks at level 11 for all standard characters. It unlocks at level 62 for Dominion characters.

You will receive a pack of Duty Officers once you reach level 11. You will also unlock more Duty Officers at level 18, 23, 31, and 41. You also earn more through Duty Officer missions, leveling up the different Duty Officer tracks, and buying them from the Exchange. Earning more Duty Officers isn't relevant for the achievement, but the more you have the more Duty Officer missions you can complete.

There are 12 different commendation tracks you can do missions from. Each mission earns experience points for that track. You can have up to 20 assignments active at a time. Each assignment has a real world time limit for how long it takes to complete. Once the time is up you will receive credit for the mission. The rewards for the mission are earned once you claim them. You will want to have 20 assignments active at all times. When you first log on you will process your Duty Officer missions, and before you log off you will want to make sure you have 20 active. It will take a very long time to get to level 4 on any of the commendation tracks and there are no short cuts.

You will want to pick a track to focus on. For my character it ended up being Espionage. I was not focused on it in the beginning but I noticed that it was the track I had the most experience points in so I made sure to complete all of the missions there each day. It still was not a lot. I would log in and there would only be 3 or 4 assignments waiting for me.

You will want to do this on the character you play the most (if you follow the guide that will be your Klingon character). Even when you are focusing on the missions for the other characters you will want to log in your main character and process your Duty Officer missions each day.

Here is an example of the time frame it will take. I unlocked the Duty Officer missions on 3/12/2021 on my main character. Logging in and making sure I had 20 assignments active each day I unlocked this achievement on 5/22/2021. That is 71 days.
