How to unlock the Concluded Campaign achievement in Star Trek Online - Definitive Guide
Admiralty missions open up once you attain level 50.
From the menu go to ''Mission'' and then ''Admiralty''. Once there you will see Faction specific mission for you to manage.
By default you will receive 3 faction specific ships plus whatever shuttle you might own, to run these missions. As you progress thru the game you will be given other ships to send out on missions. You can also purchase ships if you own the proper modules and you Starbase has a developed enough ''Shipyard''. Modules can be bought on the ''Exchange'' or the ''C-Store''. Some of the missions will also award you with single usable ships.
Now the trick is to focus on a specific faction. But before we do that. Run a couple of missions for the Romulans and Klingons . Raising those factions to level 2 will allow you to have more slots to execute missions. Once that is done stop and focus on 1 faction.
First and foremost you want to concentrate on missions that will grant you more ships for missions and faction XP. Rewards will be displayed in the mission brief. As for the XP you will want to look for ''Tour the Galaxy'' missions, these open up after completing a couple of missions in each level. There are 10 ''Galaxy Missions'' and you will receive a bonus ship once you have completed all of them.
Now what you want to do is focus on a specific faction, i choose Federation. Eventually you will earn a ''Pass Token'', used for skipping missions. You need to keep these and use them whenever you see a ''Tour De Galaxy'' mission in the ''On Deck'' section of this menu. Use your pass tokens to skip low rewards and XP missions. Be warned that there is a cooldown time after the missions depending on the ships sent.
This is time consuming, personally it took my about 12 days to complete. The best tip i can give you is every time you login, go to your admiralty tab and manage it first. The same principle should be applied to the ''Duty Officers''.

The admiralty system now unlocks at lvl 52, not 50.

Admiralty unlocks at level 52.
Admiralty is like the Duty Officer missions except you send your ships off to complete tasks and not officers. The biggest different between Admiralty and Duty Officers is that once your ship completes a mission it will be out of commition for a select amount of real world time. The time it is out of commition changes depending on what type of ship it is, and how well it did on the mission. Realistically i would set up the Admiralty missions once per day when I logged in. By the time I would come back to it the next day my missions would be complete and my ships would be ready for action again. It is not a process that you can repeat immediately once one mission ends.
Once you unlock Admiralty you start with all of the ships that you have unlocked, so you do not want to delete any ships. This is a long process that does not have any short cuts. What I recommend is just picking a Faction and doing all the missions on just that track until you get to level 10. As an example of the time frame you are looking at. I unlocked Admiralty on 3/22/2021 and unlocked this achievement on 5/4/2021. That is 42 days of processing Admiralty each day.
The Faction I recommend is either Klingon or Ferengi. The reason I recommend those tracks is because each faction has special missions that are numbered 1-10. Once you complete one of the special missions you will unlock the next one. Once you complete all 10 you get a special reward. The Klingon faction gives you 40K dilithium vouchers to use at the fleet vendor. The Ferengi faction gives you a 30K pool of Dilitium. It increases all of the dilithium you earn from every source until you earn and extra 30K. They are the most useful, but the achievement will unlock for any of the factions once they hit level 10.
