How to unlock the Fleet Admiral achievement in Star Trek Online - Definitive Guide
This Achievement is best gained through playing steadily between Story Missions and Deep-Space Encounters. I recommend doing Deep-Space Encounters when you are having trouble with Story Missions, as you will most likely have other players to help you, and by the end of a few Encounters you should be high enough to overcome any immediate challenge in Story Missions.
Deep-Space Encounters are open-play wave survival style areas, located on the map by a small red, triangular hazard-style symbol, surrounded by a yellow explosion symbol. Deep-Space Encounters appear and disappear radiantly on the map for a duration of around 120 seconds, so it's best to go to the closest encounter to you, and modify your ship with the best warp-core so you can get to your objective as fast as possible. Deep-Space Encounters are rather difficult if you're the only player in the encounter itself, so it's best to have 1 or 2 friends in your team to come and help you should the need arise. You will automatically be levelled up/down to 30 in the instance, so lower level players will not be at as much of a disadvantage; the only apparent one being that lower level ships can't hold as many weapons as bigger ships.
This achievement will take some time to unlock, but it can be done if you are persistent enough.

With the latest patch this has become super easy. I went from 57-60 in two missions and handing in 20 duty officer assignments. They've significantly lowered the xp requirement.

I have now two characters level 60 in space and ground but it will not unlock wich is very annoying.
