How to unlock the Restful Resort achievement in Star Trek Online - Definitive Guide
In order to unlock this achievement, you must complete all parts to the Master Relaxer Accolade.
This is kind of a pain, because the the day/night cycle on Risa is pretty broken with regards to when it's day or when it's night. The only way I was able to tell is that when it becomes sundown, the fire pits near the resort light up. This is important, as some accolades can only be done during nightfall.
The way I would handle these are to do Fireworks Observer (view the fireworks), and then Onlooker (view an argument between a klingon and a trill). UPDATE: Unauthorized Beach Party ('Party' at the fire on the beach north of the Promenade at night) is not required for this achievement.
For Fireworks Observer, you can tell when the fireworks are about to go off as all the tourists gather on the boardwalk and look up. Stand there and view it for the duration to unlock that accolade.
For Onlooker, I wasn't actually there when it popped, I was afk having dinner, however after the Fireworks, position your character facing the Floater Vendor hut on the boardwalk, near the spawn, and shortly after the fireworks they should spawn.
Now, I won't go into too much detail, as all the exploration related ones are all on a map located here:

Is the beach party one definitely needed? I know I didn't need to do it?
It also wasn't listed under what things were required to complete "Master Relaxer" when I was checking accolade progress from the menu. (It listed all the yellows ones above minus the beach party one actually) and once all those were checked off it popped for me.
I mean maybe it glitched or something for me which would have been a lucky break on my end (The above comment now has me wondering if it glitched).
Though if you don't need to do it it would make it easier whilst the cycle is broken.

Ah, I was at the beach party and didn't see the party option. Now to head back to Risa and...wait...lol

In order to unlock the "Restful Resort" Trophy, you will need to earn several accolades on Risa's Summer Beach to earn the "Master Relaxer" accolade.
Star Trek Online's wikia has a nifty map detailing all of the locations. I will clarify what's needed on this map for the trophy (at least what I unlocked) and the particulars to earning them. Currently, as of the original writing of this guide, there doesn't appear to be a functional Day/Night cycle. So, accolades can just be earned, but some time will have to be spent sitting around for a couple of them.
The map:
- "Walked the Boardwalk" - Upon landing on Risa, walk straight on the boardwalk and turn right toward the vendor hut to earn this accolade.
- "Fireworks Observer" - Stand by the aforementioned vendor hut and wait until the fireworks go off in the sky to earn this accolade. The fire pits around the island will ignite and people will begin gathering on the boardwalks right before they go off.
- "Onlooker" - Stay in the same place that you watched the fireworks near the vendor hut. Randomly, a Klingon (Worf) and a Trill (Jadzia Dax) will appear and will be arguing. Watch them to unlock the accolade.
- Look at the resort and follow the beach to the north-east past the other small boardwalk area to find a man named Pavyl. Talk to him and agree to play his game. You will have to return to this location three other times.
From here, talk to the vendor and purchase a rental jetpack item and equip it. Over the course of the rest of these accolades, you'll probably need to purchase a total of two to three of them. You can easily return to your ship and teleport to the other beach and sell items to the vendor there for the currency.
Activate the jetpack and start earning the following:
- "Risa Roofer" - Fly to the roof of the resort to unlock this accolade.
- "Won't Look Down" - Fly to the north-east from the resort to a canyon with a bridge across it. Land on the hut located in the middle of the bridge.
- "Catch Me If Toucan" - At the end of the bridge is a cave. Follow the path to run into Pavyl around a curve inside. At this point you can return to the beach and talk to Pavyl to begin the second hide-n-seek with him, but the list will continue from the cave location.
- "Why Are You Flying Over A Volcano" - From the cave entrance, look to the north and find the high mountain, the highest point on the island. Fly there and touch the ground to unlock the accolade.
- "Lightly Landed on a Lighthouse" - From the peak, look to the north-west to see a lighthouse. Fly over to it and touch the top to unlock this accolade. NOTE: I list this lighthouse instead of the one to the east of the resort because nothing happened when I went to that lighthouse.
- "Arc Flight Mastery" - Look to the East and fly along the river towards the arch. You need to fly underneath the arch, but it needs to be near the top of the arch. There's three and it unlocked for me after flying through all three, turning around and flying, as described, under the last one again.
- "Denied Mok'bara" - Available for Federation and Romulan Republican Force Allies - Following the path from the river, land on top of the last arch, the one that's closest to the 'Promenade'. Take off the jetpack and speak to the Klingon to earn the accolade.
- "Practitioner of Mok'bara" - Available for Klingon and Romulan Republican Force Allies - The same exact location and people, but the accolade is for non-Federation characters. You ONLY need one or the other, not both of them as it's per character, not profile.
- "Ducks of Hazard" - Below the aforementioned arch awaits Pavyl in his second location. Return to the beach to begin the third hide-n-seek game.
- "Gorilla In Sixty Seconds" - Return to the lighthouse in the north-west corner of the map used for "Lightly Landed on a Lighthouse". Pavyl will be near the base by the Vacationer. Return to the beach and speak to Pavyl for the final hide-n-seek.
- "The Frog And The Furious" - From the aforementioned lighthouse, look South-East towards the river. There will be a large cave in the cliff side. Pavyl will be within. Find him to unlock this accolade along with "Master Relaxer" and the trophy.

The klingon. Does he only show up at certain times? He's never there for me...

I know you figured it out, but which Klingon? The one arguing on the dock or the Mok'bara one? I'm going to guess the dock one. There's no real solution (that I'm aware of) other than just wait and then wait some more. I went back and forth several times to get jetpacks before they showed up. I stood around that area through maybe 2 or 3 firework displays too without them appearing.
It's the one problematic accolade for this trophy.

Risa is a social system that has no combat. It is meant for the summer event in STO, but you can go there at any time to explore. The planet is located in the Risa Sector in sector space. The zone is meant to have a day/night cycle but currently the cycle is broken. When you enter you will notice that it is both day and night at all time. "Time" will still progress in the zone and events will transpire that you will need for this achievement. You will know its "night" when the fire pits activate with fire in them. For this achievement you will need to purchase a Floater. When you first spawn into the zone walk to the vendor located to the building on the right. Floaters can be bought for 1000 energy credits. The rental floater will last for one hour. If it disappears while you are exploring you can fast travel back to the resort and buy a new one.
For this achievement you will need to earn the accolade Master Relaxer that requires 13 different accolades. The resource I used actually came from a guild website. It has a really good map that shows the locations for all the different spots you need. For completion's sake I will still type out the description of each of the accolades and what helped me earn them, but the map is incredibly helpful. Here is the LINK.

Master Relaxer
- Walked the Boardwalk: From the spawn point walk across the boardwalk to the floater vendor on the right.
- Wont Look Down: Walked across the suspension bridge that leads to the cave in the volcano. I used a floated to land on the bridge and walk across it.
- Why Are You Flying Over The Volcano?: Requires a floater. Earned for flying over the highest point of the mountian.
- Risa Roofer: Requires floater. Land on the roof of the resort.
- Arc Flight Mastery: Requires floater. Fly under one of the 4 stone arches located on the north east of the island.
- Lighty Landed on a Lighthouse: Requires floater. You actually need to land on the roof of two lighthouses. One is located to the east of the resort. The other is located on the small island to the north of the main island. The lighthouses look like tall cylindrical buildings. There are several the look the exact same. I ended up landing on all of them until the accolade popped.
- Fireworks Observer: This requires you to be on the boardwalk and watch the fireworks display. The fireworks happen at "night." When you see the fires activate in the firepits and NPCs gather on the boardwalk you know the fireworks are about to start. Stay on the boardwalk and look towards the giant ship. You will know when the fireworks have started. Accolade will pop once they have ended.
- Onlooker: This is a tough one. Due to the broken "day/night" cycle the NPCs required for this accolade only spawn for a few minutes. They spawn after the fireworks show right in front of the floater vendor on the boardwalk. During the fireworks you will need to plant yourself on the boardwalk facing the floater vendor and wait. For me they spawned at 530pm PST.
- Denied Mok'bara(Fed)/Practitioner of Mok'bara(KDF): This is the same accolade, you can only earn the one for your faction. This takes place "early morning" in game, but due to the brokeness of the "day/night" cycle the NPCs for this accolade only show up for a few minutes. They are found on the top of the giant stone arch located on the north east side of the island. You will need a floater to get to them. What you will see are a group of Klingons who are practicing yoga (mok'bara?). When you interact with them they will either welcome you (if you are klingon) or deny you (if you are federation). When I found them it was 530pm PST. It was right after finding the Klingon and the Trill for Onlooker, after the fireworks show. Most likely what you will need to do is after the fireworks have started you will need to plant yourself on the stone arch and wait for the NPCs to spawn.
- Pavyl: Pavyl is an NPC found on the beach during the "day." You are meant to talk to him during the day and then follow his clues to find him at night. Due to the brokenness of the "day/night" cycle you can go find him right after talking to him each time.
- Catch Me If Toucan: Find Pavyl located inside the cave in the volcano.
- Ducks of Hazzard: Find Pavyl under the large stone arch on the north east side of the island.
- Gorilla in Sixty Seconds: Find Pavyl near the lighthouse on the smaller island to the north of the main island.
- The Frog and the Furious: Find Pavyl inside a hidden cave near Sovak's camp
