How to unlock the Specialist achievement in Star Trek Online - Definitive Guide
Create a jem'hadar character which automatically starts out at level 60. Level it to 61 and this achievement pops automatically. This may get patched but just went for me having run no missions but Tour the Galaxy. This also works for "Superior Research"; they dinged at the same time

It may not have popped on screen but check if it unlocked anyway. Another user reported this was the case

Not sure if it just glitched first time round, but tried this again this morning and it popped. I did the whole level in one go so may be saving bugs it? Change to an up vote now. 25/04/2019

Just wanted to add a good way to get specialization points.
I do as many high xp Admiralty assignments as possible for any of the 3 factions. But if you stick to Federation, it's possible to get a specialization point each time you complete a Tour of Duty due to the high xp. I currently have 27 points due in large to this method.
Each 10/10 completion nets 2 points. If you have the Pass Tokens to spare, then I'd use them to get to the next Tour of Duty. Remember, though, some missions give big xp, so I'd not skip those.

Can it be split between specializations or does it have to be in only 1?

Has to be in one. I found that out the hard way. I have almost 40 Points but in 3 categories.

Starting at level 50 you start earning "Specialization" points every time you level up. The max level in the game is level 65, but after level 65 you still earn experience points and every time you "level up" you gain another Specialization point. To earn this achievement naturally you will need to be "level 80"
Luckily this can be earned with a Dominion character. They start at level 60 and have 30 points already spent in a Specialization tree. The game will not recognize that you have the points spent until you earn one level on the Dominion character. Once you reach level 61 the achievement will pop.
