Create a jem'hadar character which automatically starts out at level 60. Level it to 61 and this achievement pops automatically. This may get patched but just went for me having run no missions but Tour the Galaxy.

Still works, but only the level achievements popped up on-screen for me. Superior Research and Specialist unlocked but didn't show on-screen.

You can start doing Research and Development once your character reaches level 15. Doing this naturally takes a long time of crafting items. Luckily this can be earned by creating a Dominion character.
A Dominion character starts at level 60 and has several Research and Development trees already maxed out at 15. The game will not recognize that you have the points spent until you earn one level on the Dominion character. Once you reach level 61 the achievement will pop.
