How to unlock the The History of New Romulus achievement in Star Trek Online - Definitive Guide
Much like the Path to 2049 achievement this one requires getting datachips. It should be noted that while you only need to be level 50 to land on New Romulus, you can't do the quests there until you've unlocked the New Romulus episode and progressed to the correct mission. You can still do the alerts that can appear though. Also you need to reach certain tiers to do the indoor instances, and the first one you can do is the Warehouse which I hate since you have to wait until the ambush to use the terminals. It will get easier once you have access to the Mountain Pass.
While doing the accolades for exploring New Romulus you have to stand on the edge of a house in the Staging Area. Under you is the Romulan Historian. If you're trying to find her normally just look for the big ship in front of the warehouse and look for the small building to the south of it. She appears on you map when you get nearby, just not with the usual "i" icon. When you select the only option given you'll be taken to a personal Duty Officer mission that last 20 hours and requires 4 research. While there is a small chance of failure, depending on the officer used, I wouldn't worry too much about it.
The easiest missions to get these items for me is Overgrown Caves and Mountain Pass. Both give you three, although Mountain Pass is faster and easier (and the boss doesn't one shot you like in the Caves, sigh). See Lonesquiff's tip at the next paragraph for some times on getting your 4 quickly. You could also abort a mission before completing all of the objectives, but this can bug some objects you interact with, like the device to lower the force field in the Caves, so I don't recommend it, although dropping and reacquiring it will fix this.
EDIT: From Lonesquiff - "I've found that aborting the mission and then dropping it and reacquiring it from the mission journal fixes the issue with items not being interact-able. I definitely recommend Mountain Pass for this, the entire mission takes less than five minutes to complete and you can access the first chip/download station within the first minute. Usually I'll go in and get the first one, reset everything, and then complete the mission to get three more so that I earn the daily bonus romulan reputation marks."
You can also get Research from the Alerts that happen on New Romulus, but the amount is dependent on if you get 100% and how much you contributed. More than likely all you'll get is 1, although a successful Alert can net you somewhere between 4 - 10.
There are 31 of these datachips that you need to earn, each volume and chapter have their own accolades to help you keep track. You can also buy/sell/trade these chips with other players using the auction house, or mail them between other characters on your own account by sending it to your own gamertag, example @saracin, just like in Neverwinter. Buying datachips is always expensive, so you should try to exhaust other methods, like looking for trade partners via sessions and the forums, before spending your credits.
The achievement should unlock along with the accolade for completing all volumes so make sure you collect them all on one character.

Is there any where else to get the Research from? I somehow had like 7-8 in my inventory and have gotten a few datachips.
I tried to do those missions you specified, but they are locked behind a reputation thing, so can't do them for a good long while it seems. Just figured out reputation was even a thing and finished delta quadrant already lol.

What's the breakdown of chapter/volumes? Does each volume require the same amount of chapters to complete?

To receive this trophy you have to collect all 31 data chips for History of new Romulus. These can be obtained from the Romulan Historian located in the staging area on New Romulus. You have to trade in 4 pieces of an item called New Romulus Research, which are gained by inspecting terminals/figurines in repeatable ground battle missions in the story arc (Warehouse, Mountain Base, Overgrown Caves, Underground Ruins) and completing event alerts all on New Romulus. You can only receive one data chip every 20 hours.

This achievement can be started by a level 50 character of any faction.
Go to the New Romulus planet and look for the Romulan Historian. As of writing this the Romuman Historian is in the middle of the Staging Area compound near a large space ship. You will end up on New Romulus way before you are level 50. You can find and talk to the Romulan Historian but they will not give you the mission until you are level 50.
Once you are level 50 talk to the Romulan Historian. She will give you a Duty Officer Assignment that requires 4 New Romulan Research items and any duty officer (you can get a critical success if your duty officer has the traits of Efficant, Tactful and Unscrupulous). The assignment lasts 20 hours. At the end of the assignment you will receive a New Romulus History datachip. When you use the item on your character it will unlock the accolade for whatever chapter you received. Once you unlock the accolades for every chapter you will earn the achievement. Each accolade must be unlocked on the same character. It does not count if you have unlocked them all but its across different characters. Once the assignment has been completed you can go back to the Romulan Historian and take the assignment again if you have enough New Romulan Research items. Unfortunately you have to go back to New Romulus and talk to the Romulan Historian every time you want to take this assignment.
The easiest way to earn New Romulan Research items is to play the mission Mountain Pass. In that mission there are 3 consules you can interact with. One at each area you have to stop at. The mission itself is very quick and does not require anything other than fighting through it and interacting with the icons that are required. Once you get the 3rd consule you can abandon the mission to exit out, drop the mission from your mission journal, and then reaquire the mission to go back in for the 4th New Romulan Research.
There are 31 chapters to the New Romulus history. You will get duplicate datachips. You can not use a datachip twice. If you earn one that you have already used you can sell the datachip on the Exchange or trade it with other players.
In theory you can buy all 31 datachips from the Exchange if they were all up for sell and you have enough Energy Credits. Realistically you will earn them through a mix of purchasing on the Exchange and doing the assignment. When using the Exchange search "Datachip" with "only usable items" selected and it will only pull up datachips that you have not learned yet. It is very helpful to know this when you only have a few datachips left.
A note about the Dominion. Dominion characters can not do Duty Officer missions until level 62. Its a little annoying that they do not get it right away, but getting only 2 levels on a character to assist with this achievement is better than 50 levels.
