Another solution for this achievement suggests that you "can't have cheats active" when going for this. For those who may misinterpret this (like I initially did, subsequently spending 10 minutes trying to get rid of the "Game Cheats" main menu option when in actuality I didn't need to), you need to go into the "Game Cheats" menu and switch "Debug Level" from 6 to 0 (as it's assumed that you've had the Debug Level set to 6 previously when completing the earlier achievements for the game) and then follow the steps in the solution by Dr Andromeda above. Hope this helps.

Ty sir I was going nuts as to why my character kept just going back but then after putting it to 0 from 6 I got the 1000 mph and this thumbs up from me !

Neither guide mentions it but you can't have cheats active when going for this. I kept trying to do this and the achievement wouldn't unlock. You have to use the standard boost and then follow the steps they illustrated
