How to unlock the Data Collector achievement in STAR WARS Jedi: Fallen Order - Definitive Guide
Here's a list in case you're missing any, most of these locations are after finishing the story unless statedotherwise (SPOILERS OBVIOUSLY) :
Empire
Scout Trooper(common enemy w/ baton)
Scout Commander (same as above with more health and brown shoulder strap)
Stormtrooper (common enemy w/ blaster)
Stormtrooper Commander (same as above but with more health and brown shoulder strap.
AT-ST (Boss fight at the end of Zeffo, first visit)
Security Droid (on Zeffo. Ilum also has a handy one in a cave best to the second meditation spot.)
Flametrooper (on Kashyyyk, in the room [Imperial Refinery] before the Albino Wyyyschokk
Heavy Assault Trooper (has shielded laser minigun, on Kashyyyk and Zeffo)
Probe Droid (Zeffo, Crash site)

Albino Wyyyschokk (in the Imperial Refinery you'll come upon a fight between Stormtroopers, Flame Troopers and regular wyyyschokk, behind them is a cave where the albino resides)
UPDATE: Several people have confirmed that meditating near an area that has previously spawned a bounty hunter can sometimes respawn them.
Haxion Brood (you'll run into these guys as you revisit planets)
Haxion Brood Bounty Hunter (jetpack)
Haxion Brood Commando (riot shield)
Haxion Brood Bounty Droid (Pretty sure this guy is a boss fight at some point)
EDIT: Apparently, there's at least one report of the bounty hunters not spawning in the game AT ALL I'll update if we can confirm this happens in others' games as well, please let me know in the comments if you've also experienced this. In my experience they became fairly plentiful AFTER finishing the main story.

UPDATE: People have reported not being able to scan enemies, from the comments it seems that you can simply save at a nearby meditation spot and restart the game and the bug should fix itself

Yes. Press pause then go to the tactical guide.

If your having any problem with this you can keep track of what you done and what you haven’t done press start and go to tactical guide look who there to see what your missing hope this helps

This is not a complete guide but since I could not find any guide or video that explained this I hope it helps the people who had 100% completed the game but just need this last enemy scan:
This is all post game completion:
I needed a Haxion Brood Bounty Hunter but I had killed most of the boss bounty hunters groups on my initial play through. While I was able to find the other Hunters (Droid & Commando) none of the locations seemed to have the Jet-pack guy (Bounty Hunter) I needed until I went to the Imperial Refinery on Kashyyk. I think these only spawn in open air areas.
This is IMPORTANT for Bounty Hunter farming...
Hunters will ~NOT~ spawn in locations that don't spawn enemies currently... For example, the Bogdo Sinkholes on Bogano spawn hunters only once. Since no mobs spawn after the hunters and legendary mob have been killed your can't farm Hunters in this location.
Here is where I found the Hunters:
Haxion Brood Bounty Hunter - Imperial Refinery on Kashyyk
Haxion Brood Commando - Derelict Hanger on Zeffo
Haxion Brood Bounty Droid - Derelict Hanger on Zeffo
I didn't need these last two since I had managed to scan them in my normal progression but while I was looking for the Bounty Hunter I found them on Zeffo more than once. It took some planet traveling and Meditation but I can confirm that they did spawn in between the normal Security Droid and Storm Troopers spawns.

Thank you. One saw the Brood Bounty Hunter once during my playthough (just outside the door to the tomb on Dathomir on the second visit). Found him in the large room underneath the tram from the Mantis.

Thanks. I couldn’t find the Haxion Brood Bounty Hunter, had every other enemy scanned, all other achievements and full game completed. Looked all over for it and then used your guide and found it immediately in the Imperial Refinery on Kashyyk. Thanks again.

After defeating any basic enemy type or bounty hunter for the first time, make sure you get close to the corpse and you should see a prompt () that will allow BD-1 to scan it and add it to your database. Bosses and Legendary Beasts will be added automatically once you defeat them. See "Collector" for more info on the locations of every enemy in the game.
You need to scan all the enemies you've defeated and for those who you will not encounter/fight you need to scan dead enemies for them to count. This is a list of all the enemies that you need to scan: I also added a Video showing you where you will encounter them and where to scan the dead enemies to get this trophy.

The plant with teeth on Kashyyyk in the forest also needs to be killed and scanned! I had a mistake with him, then I looked for some time for unscanned enemies
