How to unlock the Kitted Out achievement in STAR WARS Jedi: Survivor - Definitive Guide
You will need to progress the story line until the point where you unlock the Blaster Stance and you can start using the blaster.
After this visit any workbench including the one on your ship. I was able to unlock this changing BD-1's head, Lightsaber handle, and the color of the Blaster.

I wasn't able to get this by changing the Colour of the Blaster - I must need a New Component instead.

Yes you need to costumize it, pretty sure you can get new component at the moon. I got the achievement while doing story mission in Koboh Moon. https://youtu.be/PrIAbFdfebU

As you open crates or make purchases from the various in-game stores, you’ll come to acquire an array of lightsaber parts and paint jobs, as well as interchangeable parts and materials for BD-1. Once you’ve received the blaster from Bode during the story, you’ll then be able to customise this at any workbench. Just make sure to swap out all parts of Cal’s lightsaber, blaster, and BD-1, and this will unlock. Having said that, we managed to unlock this by merely attempting to customise the blaster’s barrel, trigger, and handle, so you may not need new parts for it after all.
