This can be doing by using BD to look at an enemy from distance, hover over them and then pressing the menu or start button on any enemy even then ones you have scanned previously to bring up their tactical guide.

You gain access to the BD Visor ability (Binoculars) in Mission 2: Koboh while searching for Greez. After defeating the initial 4x Battle Droids and 1x Raider you'll come out of a cave into a large open valley. To the far right off in the distance you'll find a B2 Battle Droid you haven't yet encountered.
Equip the BD Visor ( + ) and pan across the horizon to the far right. Aim at the B2 Battle Droid and hold down to scan them. Once scanned make sure you press to view their Tactical Guide entry. The achievement will only pop if you open the guide entry about the Droid.

In any area where you can see an enemy that isn’t currently hostile, tap down on the d-pad to enter the BD-1 menu, then click in the right stick (RS) to go into visor mode.
