To achieve this achievement, you must be minimum level 2 to start the process
After reaching level 2, you will unlock component parts, which is symbolized at the top left as the box icon. To use these parts, access the starfighter customization screen and then upgrades, choose any upgrade you need or want, after selecting and purchasing the upgrade the achievement should pop

Is this unlocked in the multiplayer or the story?

This is a multiplayer achievement. I think any that mention customizing a star fighter or pilot are exclusive to MP
