How to unlock the Rock Collection achievement in Starfield - Definitive Guide
Just like for the organic resources achievement, its real simple. I went to Bondar in the Alpha Centauri system. (Same system as New Atlantis on Jemison)
Its a rock planet and just like for the organic achievement, I ran around for about an hour with my scanner out and cutter in hand collecting every rock I found. (They're everywhere)
You could literally go to any rock planet for this, I personally just went to Bondar. If you don't want to do this alp at once just make sure you're occasionally mining rocks you see during you're playthrough.
I get the feeling there may be easier ways to do this one like possiblydestroying asteroids with your ship. According to Bri3r, asteroids do not count.

There is so many planets you can explore that this should come naturally if you’re collecting everything as you’re playing. Or you can spend a bunch of time on one planet trying to get it, either way works.

Anything you collect from asteroids doesn't count, I destroyed a few and collected everything and the counter didn't go up

minor spoilers ahead
there is an easier method than using the cutter.
after a few main missions you unlock "powers". you need to keep doing the quests from vladimir (locate temples) until you get the ELEMENTAL PULL power. it basically force pulls inorganic resources towards you in a decent radius.
(the order you unlock powers might be random)
find a rock planet and just run around pressing (LB+RB) to use the power.
i have just unlocked it this way, you can track how many resources you have by pressing then and scroll down to crafting. its the 4th down in the crafting list.
tip: also in the "power menu" (press then hold up and press a, not there until powers are unlocked) in the bottom left it says how many quantum essence you have. it basically makes it so you can spam elemental pull almost nonstop for about a minute per essence which speeds the collecting up further.

also one "essence enemy" spawns after finishing each temple.

It's Temple Psi, but unfortunately the locations are randomised on each playthrough, so you'll only know you've found it when you get near the structure and the name of the temple pops up.

Cutting rocks with your cutter (IE: Lead, h20, Aluminum, etc) that you can scan for a planet survey counts towards this.
I found that the planet Toliman II in the Toliman System works well for this as there is lots of rocks to be cut. Just beware of the wildlife. They can be a pain.
You can view your progress in the character menu status screen under the crafting menu.

Does mining asteroids count for this?

As there are some people out there who are playing Starfield via PC GamePass or purchased the game on the Microsoft Store for their PC, here are a few PC pointers. Yes Xbox players, PC shares the achievements similar to Halo MCC. They are not separated by platform like Minecraft.

Bethesda decided that opening up the command console, via pressing the tilde (~) key, disables achievements. So try not to press that key by accident if going for a legit playthrough.
If you have pressed the key and are no longer progressing achievements there is a mod that re-enables achievements on Nexus Mods.

Read the instructions carefully as, for example, I am on PC GamePass but ended up following the Steam instructions based on the name of the DLL file I had to modify. Also, any update to the game requires re-applying the mod. Again, all in the mod instructions.
This mod is suggested to get around certain quest/mission breaking bugs that have not been patched without losing the ability to complete achievements. Is it cheating? Technically, but until Bethesda fixes the issues (if they ever) your only other option is to hope you have a save before the bug or start a new character and hope the bug doesn't happen again.

If you were thinking of spawning in 500 iron then collecting them all, this does not work. Any resource you collect must be collected either using the mining laser or using the eternal pull power.
As you may have guessed you can use console commands to get the eternal pull power.
So you have to collect everything legit, but you can speed things up if you use console commands.

Multiple resources from the same rock DO COUNT. The guy who said otherwise is wrong. It's 500 total resources not 500 individual nodes. If you can use elemental pull, it is much easier. I started on Jemison then went to Bondar (same system) and landed on a volcanic area, much faster. Took an hour to go from 162 to 500.
Depending on how obsessively you play Starfield - and RPGs like Starfield - this is either going to be a chore for you, or come naturally. For us, it came naturally. Incredibly naturally, mainly because we needed the resources to build an Outpost purely for storage. Go figure.
While Life Begets Life (20G) dealth with organic resources (like animal and plants resources), “Rock Collection” deals with… yes, you guessed it: rocks. So, all you need to do is to destroy 500 rocks with your laser cutter. You are a miner by trade, after all.
There are various ways to make this 10 times easier. Firstly, you can invest in the Surveying skill, which increases the range of your scanner, so you can see resources from further away; and finally, by investing in the Geology skill, which will net you more resources per rock you destroy (the first rank will get you 2 common and uncommon resources per rock, when usually you’d get 1).
Invest in both of those and you’ll get it in no time.
If you’re build a crazy Outpost with loads of storage and mining operations (like below) all over the galaxy, this will be a cake walk, as you need resources to get them going.
