How to unlock the The Hammer Falls achievement in Starfield - Definitive Guide
This achievement is earned by completing the faction questline for the Freestar Collective.
The questline starts in Akila City where you are asked to resolve a hostage situation at a bank. Once you resolve the situation, you will be asked by the Marshall to speak to an Emma Wilcox who will ask you to complete a mission on the Mission Board, after which you will become a deputy and the questline begins in earnest.
The questline consists of the following quests:
Once the questline is completed, the achievement will pop. Speak to the Marshall again, and you will receive the Star Eagle ship as a reward. It does not require a registration fee.
UPDATE: As outlined by jnzr1337 below, there can be a problem with talking to Mei to initiate the Red Mile run in the On the Run quest. It might be a good idea to make a manual save before talking to her just in case. Then, talk to her, but back out with the "I want to prepare" option and then start the conversation again and try to start the Red Mile. If that doesn't work, reload your manual save and try again.

Yeah, there seems to be quite a few quest-related bugs right now. While I didn't have any issues with this questline's missions, I have had issues with several others (First Contact, some of the temples, Kindness of Strangers, etc). Other than loading a previous save and trying again (or trying things others have mentioned), I can't offer any advice.

Im stuck at the „On the Run“ quest. Seems to be bugged and Ive done too many side quests since then to just reload. Is there any solution other than reloading or creating a new save to get Mei to talk to me to start the run?

“The Hammer Falls” achievement in Starfield is the third and final Freestar Rangers faction achievement, and you’ll get it for finishing all faction quests, culminating with “The Hammer Falls” mission. There are 8 faction quests, in all. You’ll get an achievement for the second mission (Deputized (10G)), the 6th (Surgical Strike (10G)) and of course, this one when you wrap it all up.
