I obtained a crossbow from a random event called "mysterious broadcast", but I assume you can loot crossbows in free roam.
The ammo needed for the crossbows are regular bolts. those are pretty easy to loot in many places. I joined a MP game and loot around 30 bolts in 15 min or less.
Once you have the crossbow and atleast 20 bolts, go to a plague heart with your vehicle, use the horn and stay on the top of your vehicle killing zeds. (you can collect your bolts from dead zeds)

i found a crossbow at a military roadblock, so i can confirm they can be found anywhere

They can also be purchased from traders, not sure if all have a chance to have them or if only certain traders do. I looted a few as well as purchased a nice sniper crossbow from a mysterious trader. There are both light and standard crossbows, so some take light bolts and others take standard bolts. Finally, you can craft bolts at your workshop and even install a mod to make crafting them more efficient.
