The bounty collector will appear as an ally on the map. He will be a slightly overweight guy next to a van with its boots open and plenty of items visible inside.
Talking to him will give a list of challenges to complete that'll earn you a reward in return, from a piece of clothing to customise your characters to weapons usually tied to a particular holiday or event.
These challenges differ greatly in how easy they're to complete. Some simply involve killing zombies with bladed or blunt weapons to killing plague hearts with close quarters weapons.
You can pick any three challenges at a time and once completed return back to the bounty collector to hand them in for your reward.
Personally I found any challenges for killing normal zombies to be the easiest and all challenges that I've seen can be completed on any difficulty so if need be restart a game on the easiest difficulty and complete the challenges. The items unlocked should then be available to buy from the collector after the initial challenges have been completed.
I complete quite a few on my first playthrough and was subsequently able to buy the rewards, weapons only, instead of having to fulfill the challenge requirements again.
