All you have to for this achievement is create a "New Community" on any map with the "Dread Zone" difficulty enabled, when you load into the world after selecting a legacy and characters the achievement should pop.

For some reason it isn't popping for me :/

I had the same issue with this achievement not popping for me as well. I finally got it to work when i uninstalled the game and reinstalled it and then tried the same process again that jslc10 posted.
