How to unlock the Howdy Howdy Howdy achievement in State of Decay 2: Juggernaut Edition - Definitive Guide
I have what I think to be the easiest method. Bring two weapons, shotgun and revolver. Equip the cowboy hat, which will be acquired through natural progression in the story. With your shotgun, shoot out the legs of three zombies and the arms (making them zombie nuggets). Once done, you can pick them up as they wont attack you. Lie them straight in a line, back up so you have them all in your line of sight, and shoot each one in the head.
Sadly the cowboy hat will come with randomly searching areas for loot. As this is RNG, there are no known locations that house the cowboy hats that are known yet, however, will update if this changes.
EDIT: User "Calex dEUS" mentions that cowboy hats are primarily found around tents and farms. He claims to have had it spawn in a searchable container upon his first scavenge following the update.
EDIT#2: Multiple users have mentioned using the "Old Lawman's Viper" will not count towards the achievement. Revolvers will be found when looting other places, such as army caches, houses or gun stores. There are smaller odds of finding revolvers elsewhere, however, the locations listed here are your best bet.
Requires minimal skill with aiming and will not require you any red talon ops. If you mess up, its a quick 3 more to try again.

The cowboy hat spawns on farms and camp sites, it tell you in the tool tip if you go into the closet and highlight it. Got it on the first farm I searched.

The other guides are perfectly fine, but don't get too technical about the hat like I did. The achievement description says "cowboy hat", so I was looking for the "Classic Cowboy Hat." Makes sense, right? Well, the "Cattleman Hat" will work just as well, which I wish I would have known before my last five scavenging runs...

UPDATE: Patch level 17 makes finding a Cowboy Hat much easier. Effectively whenever you opened a container the game would roll for a clothing item to spawn. Unfortunately it did not exclude items you already had. So if it rolled one you did have you would not see it. Now the game only rolls from clothing you do not have, making the rate of a lootable clothing item appearing in a container much, much higher and the odds it will eventually be a Cowboy Hat much better. You should still probably hunt one down using the method I detail below, it just shouldn’t take nearly so long.
This can be done in either the main game or Heartland. I would suggest Heartland for two reasons:
All the characters, specifically Chavez, are overpowered (as is the base). The second reason is both camps and weapons are plentiful in Heartland.
First you must find a Cowboy Hat, a Survivor that has one as part of their default outfit doesn’t count. I’ve only ever found one and it was in Heartland, so they’re actually pretty rare. Most clothing items can appear in any house and certain other locations but Cowboy hats appear either most often (and perhaps exclusively) at Camp Sites (displayed on the map as a tent icon).
While the Bounty Broker does offer clothing items, there are no Cowboy Hats in the current packs. However as these change from time to time, you may wish to double check that the Bounty Broker doesn’t have an easily obtainable Cowboy Hat.
There’s about 6 Camps directly outside your base in Heartland 2 East (past the toilets) and 4 North and Northwest of your base, as you progress down the hill toward the lake. As clothing options are unlocked account-wide, feel free to simply restart and delete Heartland games, simply get right to the camps, loot, and see if you’re lucky.
Now once you have a Cowboy Hat, you’ll want to find a Survivor with Gunslinger, you may already have one, but almost all Heartland characters get Gunslinger (and it is by far the best upgrade) as an upgrade option and Chavez has all upgrades from all trees (yeah, he’s insanely powerful). Gunslinger is far easier than any of the other Shooting upgrades. Dress that Survivor in the Cowboy Hat from the Community screen (hit ). Equip any revolver (the gun description type will include the word “Revolver” if it is one). Revolvers are very common, but if you don’t have one, any place that you can loot ammo has a good chance of spawning guns. In Heartland you’ll likely be swimming in them, but any location with the word “army”, “checkpoint”, or “Red Talon” in it often spawns a crate of multiple weapons. There are 9 such locations concentrated in Marshal, the town in the SW corner of the map.
Snag maybe one stack of extra bullets, but you shouldn’t need more than the ones you have loaded. Find a group of 3-4 Zeds, if in Heartland right in front of base always has some small groups and some Hordes, sneak near enough that your close to all 3 but they won’t aggro. Now here’s how to use Gunslinger. Your gun must not be zoomed and the Zed must be within about 3 lengths of a Van (vehicle) distance. Hit , the gun will auto aim at the head, quickly fire. So just tap , fire, , fire, and fire one last time. Then run or kill any extra Zeds any way you wish. One note, using the Gunslinger auto aim does consume stamina, if you’re out it won’t do it. Most high lever characters have plenty to spare to do this, but you could always drink an Energy Drink or similar beforehand if you’re worried.

I'm going to make this really quick. The Description explains what you need "Cowboy hat", a revolver, and 3 zombies. I'm assuming you can easily find a revolver (traders or ammo sheds), and 3 zombies is easy to get grouped together.
So you are going to need help with the cowboy hat! Here is a very detailed guide explaining where to find them (The other guides don't seem to explain this very well and are just "it's in a farm.. so look at farms..")

Orchard, Farm, Windmill, and a few more options... just look for orchard bushes, corn, or hay-bales lying around large empty fields. Most of them can be found in Meagher Valley or the "HeartLand DLC". Once you found them look in EVERY nearby building.
Example of some buildings: "*color* Farmhouse", "*various types of Barns", "ToolShed", "Tractor Shed" and any other building in the general area.
I found mine in a "tool shed" by the "Orchard Barn" and another user found theirs in a garage. It's completely random, and some "worlds" might not even have them in the map. So you will have to make a new save, or change difficulty in your current save.
I wish I could give you more advice on where to find a cowboy hat but they are insanely random. I wish you all luck!
