How to unlock the If You Build It, They Will Come achievement in State of Decay 2: Juggernaut Edition - Definitive Guide
This achievement is unlocked by completing the final mission in the Builder path, so this solution has spoilers for that mission.
EDIT: Based on some comments, it appears that there has been some trouble unlocking this achievement in dread and nightmare difficulty and that playing in normal difficulty may be recommended.
Obviously, you must first promote a Builder Hero to become the Leader of your community. Select a survivor in your community, use to go to Standing to see whether he/she is a Builder or one of the other Leader types (Sheriff, Trader, or Warlord).
Your next prerequisite is a home base that has two large outdoor slots. This probably means your first home won't do; you will have to expand your community, earn influence, and move into a larger pad.
Thirdly, you must destroy all ten plague hearts.
Once you have met these prerequisites, your Legacy missions will begin to appear on your map. If they aren't offered to you right away after destroying the plague hearts, don't worry, just give it a few minutes and they will. Sometimes it seemed to me like switching away from the Leader to another survivor and doing stuff with that one made the Legacy missions appear quicker, but that may just have been a coincidence. Switch back to the Leader whenever you're prompted to.
The Builder's Legacy missions will involve a lot of facility construction, upgrades, and maybe some demolishing and converting to a different facility. If a facility or upgrade requires a skill your community doesn't have, some places where you can search for a textbook will be highlighted on your map. These missions come sequentially, and you must wait on each construction project to finish before the next one begins, so you will have some idle time, which you might want to use to go scavenging for materials. I'm not going to guarantee that your Legacy missions will always be the same as mine, but I had to build a Still, a Barracks, an upgrade to Luxury Barracks, and the Sniper Tower. If you already have one or more of these done before beginning the Legacy missions, that will save you some time.
Once all this is done, folks will start to show up at your gates wanting to join your community. You should accept all of them until you have to turn people away. Don't worry about their stats/skills, your bed capacity, or sustaining your morale or supplies for the long term, because your game is almost over.
You will know when you are about to begin the very last mission; it will alert you that you are ending the game and you will have to hold down to proceed. This mission is to defend against some disgruntled survivors you just turned away and a zombie horde. You will have freaks (bloater, screamer, feral, juggernaut) inside your base, so make sure your survivors are well-armed and make sure your Leader has stamina and health-restoring items. Survive the seige and you win!
Now you have the Builder's Legacy option available for your next community, which is that your home bases have free power and water.

Finished normal mode several days ago. Still no achievement. reached out to the developer and informed of the lack of achievement. They said they're aware of the problem and that all four legacy achievements are not unlocking across all difficulties. I'm not sure if nobody is able to unlock it, but the fact they're aware the achievement isn't popping is noted. Said they would patch it in their next "big update." They did not provide a date. Might have something to do with the Heartland DLC. I see Tualpo unlocked it around the time I finished my Normal run, so it's not completely broken. Just broken enough.

I'm having issues with mine, I have to upgrade the workshop in my base and I've done so but the mission will not progress. Did you have any issues upgrading to the luxury barracks?

Hello Everyone!
First i will write the solution for this achievement in english, then in portuguese.
After you promote a character to leader, the main mission of the game will change to destroy all plague hearts in your territory.
After its done, you will start specific missions to left a legacy, according to the kind of leader you have chosen.
So: Choose your leader --> Destroy all plague hearts --> Finish your legacy missions
Before the final mission of your legacy the game will show you a message, as when its done you cannot return to your community.
with minor spoilers, the builder legacy consists of building and using specific constructions in your base, with a final mission of resisting an attack at your home.
Hope it can be of any help!

Depois de promover um personagem a líder, a missão principal do jogo irá se modificar para destruir todos núcleos pestilentos em seu território.
Depois de destruir os núcleos, irão começar as missões específicas para deixar um legado, de acordo com o tipo de líder que você escolheu.
Então: Promova um personagem a líder --> Destrua todos os núcleos pestilentos --> Termine as missões de legado.
Antes da missão final de seu legado, o jogo te mandará uma mensagem, uma vez que terminada a missão você não poderá retornar a sua comunidade.
Com a menor quantidade possível de spoilers, o legado do construtor consiste em aprimorar construções específicas e utiliza-las, bem como resistir a um ataque final em sua base.

My List of what events lead me to the end
In order to complete this characters Legacy Missions, you must build several structures and upgrade others. This means you are going to have to have many building materials and a large base. I was able to find a large base that required 8 survivors and 3500 influence points.
I am not saying that you will require this, but obviously it makes it easier.
The legacy missions will require you to build things. Based on what others have It seems from the other solution that the items are somewhat random. For example, I had to
Scavage for 2 block of materials
Construct a generator (that required a small outdoor spot) I had to move my base because of this since my home didn't have outdoor small spots.
After making the generator, I had to power it on, create something with water (meaning I needed to have a water supply)
Then i needed to build the sniper Tower (this takes 48 minutes of real time to build)
I was then required to 'answer the call' which required me to accept a survivor in. I refused the first 2 sets of 3 survivors, they left. I then refused 2 more and one died of the plague in my base. I finally accepted the 4th single one.
The one of the guys I rejected returned with a demand. I came at them from outside and you are only given the chance to make them hostile. After you kill them, a horde of zombies comes at you - having a large base makes this easy.
This will also get you, so I would recommend you make sure you are staying in your home when doing this (as I said, I had already built it in my older home but was forced to move for the generator)
After this, which is fitting since you have a sniper tower now, you are attacked by a rather large swarm and enemies. So be very prepared.
NOTE: After successfully getting 2 legacy in one play thru, when i completed my builder I did the exact same thing, but was not able to delete my save and restart. I had to start a new community with my legacy characters.
