Easiest way to do this is make some fuel bombs. Drive around to find hordes and ignite them on fire. It can be any horde so you can avoid the ones with the juggernauts and the one with the ferals.
If you have a mechanic and can make repair kits and armor kits you could also just drive around and smash hordes with your car. Just be aware you will be using repair kits and fuel.

So, I have a unique situation, I think. True Achievements shows I unlocked this a day or two ago, and yet my Xbox achievement list is sitting at 99% and uncompleted.

Things like that have happened to me. Try reinstalling the game and then killing another horde. Should pop.
