The Bounty Broker provides some bounties every once in a while. Within those bounties clothing can be obtained, depending on what type of bounties there are provided at the time.
Bounties will RETIRE and RETURN depending on when updates are posted.
You can only have THREE active bounty challenges to tackle as you're playing.
These are the available Bounties to where you can obtain clothing:
Bundle Up Pack
-Bomber Hat (Logo)
-Bomber Jacket (Crimson)
Trumbull Valley Pack
-Biker Vest (Antler Star)
-Leather Trenchcoat (Black)
-Tattered Suit (Battle Worn)
-Lizard Hoodie (Charmeleon)
To find the Bounty Broker on each map,
Providence Ridge: Center Left
Cascade Hills: Center Left
Ducker County: Center Right
Meagher Valley: Center South
*Those who have a Community Editor can instantly unlock every bounty that is available.*

Worth noting that by 'Outfit' they simply mean a clothing item. It can be anything you don't for example need both a hat and a jacket, it's one item.
