How to unlock the My Own Private Army achievement in State of Decay 2: Juggernaut Edition - Definitive Guide
Edit - Original method has been patched. Less cost for red talon soldiers, but will have to recruit 4 now.
It's 3250 prestige points for each red talon soldier you recruit to your community in the regular game. I'm averaging about 500 PP per solo game of Daybreak I play and I'm sure you'd get even more with randoms / friends.
You can recruit 4 Red Talon in one community, but for me the tracker stopped at 50 percent so I had to do another playthrough. Guess what tho fam, you can select the same two Red Talon contractors from the start of the next play through and it'll count towards the next community. That brings the total to only
3250 x 2 = 6500 prestige points for the achievement. If you're experiencing the same issue or just want to do it faster than grinding all the points I'd recommend this method.
If your community is maxed out like mine by the time you recruit RT contractors, exile the characters that
-always are crying
-morale is at negative 7 for no reason because "they don't want to talk about it "
-are easily frustrated and makes others irritable for no god d*** reason
-Stank breath (no really, it's halitosis)
... or just exile everyone!

I started a new playthrough with no tutorial, no carryover survivors, and no legacy bonus. I called for my first red talon right away, but I was told no one was available, or something like that. I completed one or two of the first objectives, like meeting the neighbor and getting the blood plague recipie from her, then I called for a red talon and got one. As soon as the timer cooled down, I called for the second red talon and got him. I played normally for a while, moved into a larger base, and inadvertendly got one of my first three survivors killed, so I was in a medium-sized base with 4 people. I called in my third talon, then my fourth. The tracker worked, and though I did have the minor issue with trying to call for the first one too early in the game, I never had any issues with calling in the other three.

I was able to recruit three red talon people, but the third didn't progress the tracker so u started a new community and radio called for a talon member and the achievement popped

There's a way to get this achievement without spending prestige or even playing Daybreak at all. Granted, it's tedious, and if you plan to get other Daybreak achievements, there's really no point to use this method since you’ll have more than enough prestige. But at the end of the day, this is at least another viable method to get this achievement.
Start up a community on Trumball Valley. Doesn't matter if it's new survivors or survivors from your legacy pool. Difficulty doesn't matter, but Green Zone difficulty will make this much easier. If you already completed the trader legacy, take the trader boon before starting the game, as again, it'll make this method go by slightly quicker.
The goal is to move into the Red Talon FOB base, which is inside the fairgrounds at the top left part of the map. In order to move into this base you must:
A) Destroy any plague hearts blocking the base (on Green Zone it's only one plague heart)
B) Have five people in your community
C) Have enough influence to move into the base (on Green Zone it's 750 influence)
The reason I recommend the trader legacy boon is because you start with 4000 influence right from the get go. In order to get new community members, I recommend calling in the radio command "find other survivors." Once you meet up with the newly spawned community, recruit someone for 750 influence. You can also recruit someone from the community that asks you to collect two plague samples, which you can conveniently get from destroying the plague heart next to the Red Talon FOB base.
Once all that's done and you've moved into the new base, pull up the base command screen and go to the workshop facility. There'll be an option to call a survivor named Chavez for help to fix the facility. Start this quest (it's not too long), and you'll be paired up with a Red Talon operative (his name changes each time, but his character model and traits stay the same). Complete this quest and at the end, recruit him.
Repeat the entire process three more times to get the achievement. You don't have to complete a legacy with the current community, the achievement progress will update as soon as the operative joins your community. Like I said, it's more tedious that the other method of just earning enough prestige to call in a Red Talon operative, but this method does have some benefits. For example, the Red Talon operative you get from this method is guaranteed to have the demolition trait, which means he has knowledge of munitions and electrical. This means you can create C4 at a level three workshop, which is what I used to destroy plague hearts on Nightmare Zone.
One last thing to note. Fixing up the four Red Talon facilities at the Red Talon FOB will not give you the Insourcing achievement. Trust me, I tried.

TymanTheLong, I’m not sure. I know that once your community reaches 9 people you can’t recruit any more survivors from enclaves, but you can still recruit up to 3 more people from random side quests missions. So I think the mission with Red Talon guy would count as a side quest, and therefore you can still recruit him
