For this you need at least a rank 2 infirmary. On Dread or Nightmare you will want rank 3 as it is, so this will not be an issue.
To craft the bulk cure, you will need 20 plague samples and 8 medical resources. Just craft one and the achievement will pop. After it pops, you may use the infirmary to break down the bulk cure to 4 vials to use.
