This can be done in either Story Arch
You must do two of Logan's missions in order to meet IzzBee as she introduces herself via radio. She will ask you to say a few lines on top of a gas station and water tower that you must clear prior to climbing up. You will then head towards Wine and Bovine to claim a CLEO drop,
I typically charge in there and ran to the back room to claim the drop and drove off.
She is an expert on Machines which will help build the Drone Uplink. There is an Achievement where you must complete ten waves of the Done Uplink where you wait for the CLEO drop to spawn.
