To get the Welcome to the Jungle achievement in State of Decay 2 do the following:
Some missions will have you helping other AI survivors out in the world. At the conclusion of some of these missions, you'll be given the option of inviting them into your camp or refusing (or ignoring the decision completely). Accept them into your camp to unlock this achievement.
Note that bringing more people into your community has both positive and negative effects. They may be a good fighter or gardener, for example, but you may not have enough space for them at bedtime and this gives the entire settlement a penalty for fatigue recovery. Such balancing acts must be made throughout the game, but for the sake of this achievement you can hopefully at least fit one more person in, which should be easy early on.
