To get this achievement i would recommend starting a new game. Obviously you dont have to do it for the achievement but if you are at a place where you dont mind restarting or if you really want this achievement i would restart.

The reason for this is because i found at the beginning of the game there are tons more survivors and everyone wants to join your community more, and its tons easier to get.

Whatever you decide the way to get more people in your community is to send out a transmission for the radio tower offering shelter to survivors, it is the first icon in the radio tower section. (this is found in the menu under the base section)

Once you send out the transmission you will have to wait 10 minutes for a reply, you will then get told their location and it will be marked on the map.

Head on over there and pick them up and then escort them back to your base.

I would repeat this process until you have enough people for the achievement.

Looks like it's 20 minutes now. Also good to note the cost: 100 influence points.

As you progress through the game, you'll get the opportunity to save strangers who are under attack from zombies. Occasionally these people will join you after you save them. You can also get Lily the radio lady to call for saviors every 20min real time, which costs 100 influence. You'll need a strong community to move to, and hold, the higher level bases. Be aware that you will also lose people to stress, disease, zombies, etc. and you can offset this a bit by making sure everyone in your camp is as happy as possible, and rescue missing survivors whenever you can. The likelihood of losing a missing survivor (they don't return if you don't go to save them) is decreased by 15% per outpost you have, which is something else to consider.

Be aware that to get this to pop, you must have at least 15 community members that are not missing or dead at a single time. So if you have 2 people missing, you'll need 17 people total until you find the 2 missing people. People will come more frequently as you gain fame.

The easiest way to do this is through the radio operator, click scroll to the building/improvement of your buildings, look for the Radio Tower, click on the person’s logo, a message will be sent to the radio operator about searching for survivors, after your help they can join you in the shelter.
