For anyone who is having trouble finding materials to build, please read this solution.

Once you reach the church, open your map with the 'Back' button.

Look to the left of the church on the map and you should see a small neighborhood. One of the homes in the upper portion of the neighborhood is still being built! You can scavenge this un-built home for supplies to help build your own community!

The home you are looking for is just below the gas station. It is literally marked "Construction Site" on the map. Once you go there look for a pile of supplies and search it, now instead of breaking open the supplies on the spot, use the radio option and have someone from your community come and pick the supplies up. Once they pick it up, you will have access to bricks and an array of other various beneficial items to help construct your community!

Okay so here is my way and it means waiting until you have the materials but you can skip the build time entirely if you have enough fame/influence. The most material you should need is 5 or 15 I think.

After building any facility press down on the D-PAD and ask for consturction advice this will build your facility instantly and remove any waiting time.

Video below to prove it is instant and only costs about 50 influence.

You will need to collect materials to build new parts of your base, i started out with another sleeping area to house more people, you can collect construction materials from obvious areas like construction sites. Use the scout locations to map out areas.

When you get some you get a huge sack on your back which you can carry back, it seems to drain stamina faster so using cars is advised. You can also call for someone at your base to pick it up, don't send them too far though as they might need help.

To actually begin building use Up on the d-pad to access the menu, us RB/LB to navigate to the base map and see what you can build and how many materials you need, once construction begins it takes a little while so do something else in the meantime.
